City Council <br />Meeting Minutes <br />March 5, 2018 <br />Page 7 of 8 <br />Councilmember Loo proposed a compromise; she moved to have the City eliminate the <br />fines for children's materials when a majority of the members of the FLC formally adopt <br />this. Mayor Pro Tem Lipton seconded <br />Councilmember Stolzmann offered a friendly amendment that this should be a Council <br />recommendation to the City Manager, as the City Manager has the authority to do this <br />Public Comments <br />Rich Chamberlin, 725 West Birch Court, LBOT, stated libraries generally have very <br />liberal policies on overdue fines. He endorses the policy as originally proposed and <br />noted the impact on the City budget would be minimal and he thinks it will increase <br />circulation of these materials <br />Councilmember Maloney stated he supports the compromise motion He would like to <br />have clarity on which fees are set by the Council and which by the City Manager. <br />Councilmember Loo stated she would like the Finance Committee to review the fees. <br />City Manager Balser stated the Finance Committee is looking at fees in the spring. <br />Mayor Pro Tem Lipton stated he is struggling to see the correlation between fines and <br />the ability of young people to read There should be some amount of personal <br />responsibility to return books on time.
