RESOLUTION NO. 24, SERIES 2018 — A RESOLUTION <br />APPROVING A GRANT AGREEMENT BETWEEN THE CITY <br />OF LOUISVILLE AND THE STATE BOARD OF THE GREAT <br />OUTDOORS COLORADO TRUST FUND FOR FUNDING OF <br />THE CITY OF LOUISVILLE SOUTH BOULDER ROAD <br />PEDESTRIAN AND BICYCLE CONNECTIVITY FEASIBILITY <br />STUDY AND PLAN <br />MAY 1,2018 <br />PRESENTED BY: KURT KOWAR, PUBLIC WORKS <br />SUMMARY: <br />Staff is recommending approval of a contract with Fehr and Peers in the amount of <br />$125,000 for analysis and design for the South Boulder Road Pedestrian and Bicycle <br />Connectivity Feasibility Study and Plan. <br />In March of 2018, the City issued a Request for Proposals (RFP) for analysis and <br />design. The scope includes two phases. Phase I of the project will include the <br />preparation of conceptual plan view alternatives to better connect the destinations on <br />the north and south side of the SBR corridor. Alternatives will include longer-term <br />solutions, including underpasses, and short-term improvements such as traffic signal <br />modifications. Phase II will include consultant analysis and evaluation, as well as a <br />public process to evaluate the alternatives identified through Phase I and develop more <br />detailed design plans for the top three alternatives. <br />Staff received and reviewed four proposals. The selection committee evaluated the <br />proposals based on knowledge, cost, experience with similar projects and <br />understanding of the scope.
