L <br />Louisville <br />COLORADO • S1NC N ; <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 2 <br />SUBJECT: <br />DISCUSSION/DIRECTION — ENERGY FUTURE PARTNERSHIP <br />WITH XCEL ENERGY <br />DATE: MAY 8, 2018 <br />PRESENTED BY: EMILY HOGAN, ASSISTANT TO THE CITY MANAGER <br />HEATHER BALSER, CITY MANAGER <br />SUMMARY: <br />In November 2016, City Council approved the Louisville Sustainability Action Plan <br />(SAP), developed by the Louisville Sustainability Advisory Board (LSAB). The SAP <br />addresses five sustainability categories: Climate & Energy, Water, Transportation, <br />Waste and Local Food and Agriculture. The SAP expresses the desires of the City to <br />make progress towards sustainability, both internally in the operations of the City and <br />externally through the actions of Louisville residents and businesses. <br />In March 2018, Council approved a 2 -Year Work Plan for the SAP to measure the City's <br />progress in achieving the 57 strategies identified in the SAP and establish <br />recommended actions for continuing the City's progress in achieving the goals of the <br />SAP. One of the top recommended actions of the 2 -Year Work Plan for 2018/2019 is to <br />partner with Xcel Energy to increase the share of alternative energy with our <br />community. <br />City representatives reached out to Xcel to see what opportunities currently exist to <br />increase the community's share of alternative energy. Xcel suggested that the City <br />consider entering into a Memorandum of Understanding (MOU) for Energy Future <br />Collaboration. The MOU would establish a voluntary partnership between the City and <br />Xcel with the goal of developing a strategy for achievement of a shared vision through <br />collaboration focused on innovation, clean energy, economic development <br />opportunities, customer choice programs and technology. <br />There are seven other municipalities in Colorado that have signed or are in the process <br />of signing an MOU with Xcel for Energy Future Collaboration. These include: <br />Breckenridge, Denver, Alamosa, Lone Tree, Lakewood, Windsor and Nederland. Xcel <br />plans for these communities to work together and potentially collaborate on various <br />projects and share information with one another. If the City decides to enter into the <br />MOU, it can participate in this regional collaboration. <br />The process for drafting the MOU begins by establishing mutual values, vision and <br />guiding principles, which can be based on the goals and strategies identified in the SAP <br />and the values listed in the City's Comprehensive Plan.
