SUBJECT: ENERGY FUTURE PARNTERSHIP WITH XCEL ENERGY <br />DATE: MAY 8, 2018 <br />PAGE 2 OF 3 <br />can incorporate the top recommended actions for 2018/2019, as well as other strategies <br />included in the 2 -Year Work Plan. <br />HOUSE BILL 18-1428: <br />Additionally, Xcel is seeking support from the City on House Bill 18-1428, the Colorado <br />Community Energy and Innovation Collaboration Act. The bill aims to build a statewide <br />framework that allows communities to enter into an agreement to achieve the <br />community's energy-related goals, similar to the Energy Future Collaboration, and <br />would streamline processes for new or modified services and programs. <br />The intent of the bill is consistent with the City's Legislative Agenda, as well as the goals <br />of the SAP. The following organizations and municipalities have agreed to support the <br />bill: Colorado Municipal League, Colorado Counties, Inc., Breckenridge, Fort Collins, <br />Alamosa, Summit County and Carbondale. If the City decides to support the bill, it can <br />be added to this list of supporting communities and can reach out to the bill's sponsors <br />to voice its support. <br />FISCAL IMPACT <br />There is no fiscal impact associated with the MOU. There may be a fiscal impact for <br />potential projects included in the work plan, but any costs related to these projects will <br />be considered during the City's budget process. There is also no fiscal impact <br />associated with HB 18-1428. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The objectives for the Sustainability Sub -Program focus on meeting present and future <br />needs without compromising our ecosystems and pursuing energy efficient upgrades to <br />realize cost savings and reduce environmental impacts. The MOU and HB 18-1428 aim <br />to explore renewable energy and reduce emissions, furthering the objectives of the <br />Sustainability Sub -Program. <br />RECOMMENDATION: <br />Staff recommends that City Council direct staff to begin the process of drafting an MOU <br />for Energy Future Collaboration with Xcel. Staff also requests that Council appoint a <br />liaison to work with staff in the development of the MOU. <br />Staff also recommends that City Council direct staff to support HB 18-1428 and contact <br />Xcel to be listed as a supporting community and the bill's sponsor to relay the City's <br />support of the bill. <br />ATTACHMENT(S): <br />1.
