Member Wilson seconded. All <br />were in favor. <br /> <br />Adele Reester with Bernard, Lyons, Gaddis & Kahn, at 515 Kimbark, Longmont, <br />CO, 80501, appeared on behalf of the applicant. She explained that PSL <br />Corporation, d/b/a as Siamese Plate on the Go is looking to expand their <br />operation to Louisville. Currently they are operating in Boulder and a new <br />restaurant recently opened in Broomfield.- <br /> <br />Ms Reester called Opas "Lee" Sinprasong, 1504 Lodge Court, Boulder, CO <br />80303, President of PSL Corporation as her first witness. Authority Secretary <br />Schmidt swore him in. <br /> <br />Ms. Reester asked Mr. Sinprasong what his current occupation was. He replied <br />that he is the manager of the restaurant and president of the corporation. He <br />briefly explained his educational background. Mr. Sinprasong stated that he <br />opened a Siamese Plate restaurant in Boulder in 1991 and a Siamese Plate on <br />the Go in 1999. He recently opened a restaurant in Broomfield. He stated that <br />all restaurants have a Hotel & Restaurant Liquor License. Ms. Reester asked Mr. <br />Sinprasong to explain how his past business experience will be used to start up <br />the new business. Mr. Sinprasong briefly explained that he started out as a <br />waitperson and held many positions in the restaurant field. His knowledge of the <br />business: financial, marketing and accounting helped run his business. <br /> <br />Ms. Reester asked Mr. Sinprasong to explain how his new restaurant in Louisville <br />will operate. Mr. Sinprasong replied that he used the Siamese Plate on the Go in <br />Boulder as a prototype. He stated that it is an upscale fast food restaurant. Mr. <br />Sinprasong said the hours would be from 11:00 a.m. to 10:00 p.m. daily with ten <br />to eleven employees. A specialized chef will come from Thailand and the rest of <br />the employees will be local. <br /> <br />Ms. Reester asked Mr. Sinprasong to state what type of training he would obtain <br />regarding the liquor license laws. He informed the Authority that all employees <br />would attend training by the State of Colorado or through the police department <br />with refresher courses from time to time. Mr. Sinprasong stated that if an <br />employee violates a liquor law, they would receive a warning the first time and <br />possible termination the second time. <br /> <br />Mr. Sinprasong explained the floor plan for the new restaurant. It is 2600 square <br />feet in the corner of a new shopping mall. A fence encloses the patio of the <br />restaurant with access only through the restaurant. Mr. Sinprasong passed out <br />copies of the updated floor plan of the restaurant that shows the enclosed patio <br />and where the liquor will be stored. Member Kimmett asked how the patio area <br />would be controlled.
