SUBJECT: DOWNTOWN PARKING STRUCTURE CONTRACT <br />DATE: JUNE 20, 2018 <br />PAGE2OF3 <br />DISCUSSION: <br />Staff released the Conceptual Design Parking Structure RFP on April 26, 2018 and <br />responses were due May 18, 2018. Four proposals were received from: <br />• Desman, Inc. with DAJ Design as architectural sub -consultant <br />• Walker Parking with Hartronft & Associates as architectural sub -consultant <br />• Path 21 Architecture <br />• Iron Horse Architects <br />A review team of Alex Gorsevski, Hank Dalton, Lauren Trice, and Aaron DeJong <br />reviewed the proposals and narrowed down the list to Desman and Walker for <br />interviews. Interviews were held on May 31, 2018. <br />The review team believed both teams met the requirements of the scope of work and <br />could achieve a quality project. Desman's cost proposal was the low proposal between <br />the two interviewed teams. Staff conducted reference checks on the Desman team and <br />all were positive. <br />Desman's cost proposal is $28,500. The scope of work is noted in Exhibit B of the <br />consulting services contract. The Scope of Work in the contract is as follows: <br />1. Meet with the LRC to further our understanding of the scope of the project, site <br />issues (including utilities) and topography, vehicle entry/exit locations, user <br />groups served, primary pedestrian destinations, setback requirements, etc. <br />2. Research current parking dimensional standards and other information related to <br />the parking structure project in the City of Louisville Zoning Code, and <br />development standards and guidelines for the area. <br />3. Develop two preliminary concept parking plans for each site with a minimum of <br />225 to 250 parking spaces. Included will be a site plan, parking floor plans, <br />elevations, a rendering, and 3-D Ariel views. Depicted on the site and floor plans <br />will be the parking structure footprint and relationship to the site, number of <br />parking bays, vehicle entry/exit locations, parking space layout, internal and <br />external traffic circulation, ramping configuration and location(s), ramp slopes, <br />stair and elevator locations, a preliminary structural grid, floor -to -floor heights, the <br />number of spaces by level and overall, and an isometric diagram. <br />4. Provide the LRC with a conceptual cost estimate for each concept. Also provided <br />will be cost estimates for vehicle charging stations, innovative lighting systems, <br />and a parking guidance system. <br />5. Host a public meeting to obtain feedback from the community on the preliminary <br />parking structure concept plans. Incorporate changes as directed by the LRC. <br />
