Building Code Board of Appeals <br />Meeting Minutes <br />July 18, 2013 <br />Page5of7 <br />Tew stated the energy code goes beyond the Iife safety focus of <br />the Building Codes. Berry agrees and feels it is a Iife style code <br />which should include other departments/division. Van Pelt adds <br />the IgCC is a sweeping code which would include the Planning <br />Department. <br />Brauneis stated the green code is a design code pertaining to <br />the long run, and there will be a learning curve. <br />Berry feels the fire code helps to protect the neighbors in case of <br />a fire and the IgCC is more for the community and it can be <br />almost impossible to do with so many codes to enforce. <br />Brauneis mentions the IgCC will add to the building expense but <br />might add to the safety of the structure. Because of these codes <br />there is now a group of people who recognize the cost <br />effectiveness of the performance side of energy. <br />Staff stated there have been discussions with Troy Russ, <br />Planning and Building Safety Director, regarding the IgCC and <br />how other city departments need to involve as well as the <br />community. Education is a key factor in the enforcement and <br />awareness of codes, current and the possible adoption of the <br />2012 codes. Staff mentioned the Building Safety Division has <br />requested an increase in the 2014 education budget. <br />Geise mentions the effect the non -adoption of the 2012 codes <br />will have on the City's ISO rating. This may also be a key factor <br />in maintaining and adopting the currents codes. <br />Brauneis is hoping these discussions will also be an opportunity <br />to educate the Boards and Commissions regarding the green <br />codes and who needs to be involved in the process. Geise adds <br />the Board has been reviewing the green codes for the last seven <br />years and seeing what has or hasn't worked with other <br />jurisdictions. Brauneis adds having the ICC behind a green <br />program goes a long way to standardizing a program instead of <br />each jurisdiction having to create one of their own. Van Pelt <br />points out the IgCC will hinder some of the construction in the <br />CTC area and might be an unattended consequence of adopting <br />the code without further review. <br />Berry asked about the process for ICC's adoption of new codes. <br />Staff explained the process which includes Board meetings, new <br />codes case presentations and the voting process. <br />
