Building Code Board of Appeals <br />Meeting Minutes <br />July 18, 2013 <br />Page 6 of 7 <br />Tew asked how the ICC codes were developed. Staff explained <br />how the codes started under the directions of four different <br />geographic areas. To provide a consistency within the code the <br />ICC was created which then allowed for amendments based on <br />specific jurisdictions requirements. <br />Van Pelt asked about the upcoming meeting schedule. Staff <br />explained the schedule is intended to move a recommendation <br />of approval before the City Council in November. This would <br />require a recommendation from the Board no later than October <br />and would include a community meeting in August. If other <br />meetings are needed, they will be scheduled. Van Pelt asked if <br />the Board would be running the community meeting. Staff stated <br />this would be a Building Safety Division run meeting. The Board <br />is welcome to come, but their presence is not required. <br />Geise asked the Board for their input since they have had a <br />chance to review the significant changes and the 2012 IBC and <br />IRO. Berry stated structurally there was a 5 mph increase to <br />the wind speed and then a factor was added to bring the wind <br />speed back down. This might require a change in the wind <br />speed map, but further review will be needed for this <br />determination. All other structural quirks, from past codes, seem <br />to have been fixed. Geise couldn't see any additional significant <br />changes. Staff added the residential sprinkler topic reflects the <br />most significant change. Staff is hesitant to adopt the code with a <br />lot of amendments. Van Pelt stated Chapter 10 is probably the <br />chapter with the most changes dealing mostly with wording and <br />definitions. He stated the pros and cons should be looked at <br />closely. These will include the training and education of the new <br />codes and the ISO rating. Tew asked about the ISO rating and <br />who within the City reviews it. Geise and Brauneis stated the <br />City Manager and City Attorney reviews the ISO ranting. Berry <br />adds the rating is a risk rating and it encompasses the whole City <br />and the Building Safety code adoption is just a small piece of the <br />overall rating. Van Pelt feels the Board should focus on the <br />benefits of the codes which directly affect the life safety. <br />11. Review of the Louisville Municipal Code (LMC) pertaining to Contractor <br />Licensing <br />• Staff will bring changes to the LMC pertaining to contractor <br />licensing to City Council before the end of the year. These <br />changes will include the removal of the requirement of the <br />administrative fee for expired licenses. <br />11. Mobile Home Ordinance <br />
