The purpose of the letter was not to notify Outback Steakhouse of any
action the Authority was taking but to voice their concerns.

Chairperson Lipton stated that she spoke with Garrett McCarthy, owner of Old Louisville
Inn, and he asked if the Authority had received the letter he sent regarding an incident
report that had occurred a couple months ago. Chairperson explained to Mr. McCarthy
that the Authority had received his letter and was concerned that he may have been
upset. Mr. McCarthy stated that he was not upset when he wrote the letter and
apologizes to the Authority if the tone of the letter seemed as though he was upset.

POLICE DEPARTMENT REPORT

,A. Detective Lanphere stated the
establishment might have been watching the person in question while figuring out
how to handle the situation. His past experience with King Soopers is that they
try to reason with individuals before contacting the police.

The Authority determined that no liquor violations had occurred.

C. Incident Report - Druids Arms (7/25/02)

Detective Lanphere stated the staff might have been a bit slow in contacting the
police regarding a disturbance that took place inside the establishment. The
disturbance then moved outside where the damage to another establishment
occurred.

The Authority asked several questions regarding the incident and all subsequent
follow up reports by police officers. Detective Lanphere stated that the two
bartenders on duty the night the incident occurred had different accounts of what

F:\LIQUOR~2002\MINUTES\MINUTES JULY 02.DOC
