I ` Cityof OmLouisville <br />PARKS & RECREATION <br />Memorandum <br />To: Open Space Advisory Board <br />Joe Stevens, Director of Parks and Recreation <br />From: Allan Gill, PLA, Parks Project Manager <br />Date: July 11, 2018 <br />Re: Ascent Church / St. Louis Parish Proposed Trail Elevation <br />Selection <br />Summary and Discussion: <br />At the March OSAB Advisory Board Meeting the Board was introduced to the Ascent Church project. <br />The project area consists of 51.58 acres and is located at the northeast corner of the intersection of 96th <br />Street and Dillon Road. The property is owned by three entities which roughly divides the property in to <br />thirds with the St. Louis Parish ( Archdiocese of Denver) owning the southern third, the Ascent Church <br />owning the middle portion and Adrian Games owning the northern third. <br />For the Ascent Church to move forward with their plans to build a Church a Plat and PUD are needed <br />to be completed for the entire parcel which includes the other two owners and makes this process more <br />complicated than most Plats and PUDs. The Church is conservative in their approach to the process <br />having completed a General Development Plan, now the Preliminary Plat and PUD are in process and <br />will be followed with a Final Plat and PUD. <br />A proposed trail adjacent to the railroad tracks and the east property bound is proposed which would <br />provide a trail connection from Dillion Road where it intersects the railroad tracks north to the Coal <br />Creek Regional Trail. This trail alignment was also reviewed and discussed at the Boards June <br />meeting. As part of the project drainage for the site needs to go to the southeast corner of the overall <br />project boundary at the intersection of Dillion Road and the railroad tracks. As a result of this <br />requirement grading and berming will be required. This sets up options for the elevation of the trail with <br />the largest variations in elevation being adjacent to the Ascent Church property. Please see Ascent <br />Cross Sections A though F attached and note where they occur on site as shown on the site plan also <br />attached and note the following, existing grades, the proposed grades (shown in black) and the optional <br />grades (shown in red) and note areas of cut and fill. <br />There are pros and cons to each of the final conditions. Generally, the proposed trail elevations were <br />intended to highlight views to the west by elevating the trails which left the trail on top of a berm <br />whereas the lower elevation trail as shown in the option trail alignment kept the trail low with the intent <br />of maximizing the 35 foot wide trail corridor that is be dedicated to the City by reducing berming for a <br />wider more open feeling for the trail user. <br />Both the higher and lower options for the trail alignment work; however, staff and the Ascent Church <br />would like to know the Boards opinion. <br />
