Open Space Advisory Board
Minutes
July 11, 2018
Fiona & Mike then described the materials presented in the packet, with a focus on the
"Louisville Best Practices" draft.
Peter & Helen noted how useful the information is. Missy concurred & thanked the Tiger
Team. Peter noted that PPLAB is probably the right board to do the "heavy lifting" on this
issue going forward. Mike & Fiona concurred. David asked if there were important
takeaways. Mike noted that Louisville is at the top of the list in terms of dog -recreation
density (population divided by number of dog parks). Fiona noted that despite a lack of
"hard data" from other communities, commonalities were double -gates, water, shade,
and agility features. Laura asked if the Tiger Team had come across "time -defined" dog
parks (i.e., parks where dogs are allowed off -leash at certain hours, usually early am and
early evening). Mike & Fiona replied no, but that could be researched (we know of two
cities in CA have this kind of set-up; Mountain View and Moraga).
The next step is to meet with PPLAB to review & finalize the Best Practices for Louisville
document, and discuss the finalized document with the new Parks & Open Space
Director. Laura expressed full support for this document and the process, and Board
members unanimously concurred.
XI. Discussion Item: Review and Update OSAB 2018 Goals
(Use the Goals document)
Missy:
1. No update; Missy will check with Ember on specific actions
2. In progress
3. Done this meeting
Jim:
1. Advocate for a senior resource specialist - request submitted in Ops Budget
2. Actively assist with development and map for trail maintenance key indicator
3. Advocate for dredging Warembourg
4. Advocate for complete master plan for habitat around Warembourg fishing pond
5. Assist with long term plan for prescribed fire on DM
6. Seek enhanced cooperation with OS partners
7. Advocate for management and restoration projects
(Other items are in progress.)
Helen:
Thinking of adding an action item to gain citizen input for prioritizing new trails and
wayfinding. Ember suggested considering this after staff reviews recent OSAB trail
recommendations. Ember noted that projects are pretty well set for this year, but fund
allocations between construction and signs are still uncertain for next year.
Mike:
1. Pretty much done
2. Fiona suggested trying to help citizen group coalesce to help monitor & care for
Davidson Mesa Dog Off Leash Area. Laura suggested talking to Ginger (marketing
staff) to help with this.
Fiona:
No update for Education and Outreach goals
