Local Licensing Authority <br />Minutes <br />July 23, 2018 <br />Page 3 of 4 <br />days. There is language in the stipulation requiring training for the employees. <br />Mr. Rennich reported the current staff attended training since the occurrence in <br />May and all have completed as of last month. The stipulation would require any <br />new hires to receive training. <br />Machado asked when the last violation occurred at this establishment. The <br />answer was at least two years ago. Machado cautioned the establishment there <br />is a lot going on in Louisville currently and to be extra vigilant. <br />Mr. Rennich noted along with the petition to pay the fine in lieu, Union Jack would <br />summit a check and the monthly summary to show how it was calculated. He <br />gave the Authority an estimate of the amount. Authority members gave their <br />consent to turn those items in to Secretary Hanson. <br />Machado moved the Authority accept the stipulation as presented. Lipton <br />seconded. All in favor. <br />Mr. Harper, owner of the establishment, reported the last couple of months have <br />been difficult at the business. He noted they have been in business 31 years <br />with only a handful of violations. They try to do the right thing and these violations <br />are painful as a business owner. The business has purchased an identification <br />reader and require online and classroom training for staff. He noted the difficulty <br />in identifying intoxication from a brief encounter at the cash register. He asked <br />the Authority for any guidance they might have. <br />Authority members suggested another employee observing or talking to the <br />customer, slowing down the transaction time, telling the customer they aren't <br />going to serve them if they suspect they have been drinking. This would engage <br />the customer and allow for observation. <br />Mr. Harper noted they do keep a log book when they refuse service and there <br />have been at least 20 refusals in the last year. <br />Sergeant Redard noted in the seller/server training they advise observing the <br />patron from the moment they come in the door. <br />Carlson moved the Authority accept the findings and order as presented. <br />Machado seconded. All in favor. <br />Carlson moved to close the hearing. Machado seconded. All in favor. Hearing <br />closed. <br />C. Transfer of Liquor License — Centennial Colorado Inc. d/b/a Centennial <br />Wine & Spirits — Retail Liquor Store License — 324 S. McCaslin Blvd. <br />Carlson asked if any Authority members had questions. None were heard. <br />
