Guidelines for Successful Development Reviews with <br />the City of Louisville Open Space Advisory Board (OSAB) <br />(DRAFT, August 2018) <br />OSAB's Role: <br />One of OSAB's responsibilities is to review development proposals brought to the City. We are asked to <br />advise only on issues that 1) impact adjacent Open Space land, 2) create Open Space public land <br />dedications, or 3) relate to the City's trail network. Our role is purely advisory: our recommendations are <br />noted by the City, but are only one part of the review process and are never the "final word" on any <br />project. <br />OSAB Timelines: <br />Our meetings are held on the second Wednesday of every month. The City's open meetings rules require <br />that any materials to be formally discussed must be included in the agenda and a meeting packet which <br />must be distributed a week in advance of the meeting. Any materials relating to the PUD review must be <br />given to staff prior to this deadline in order to be included in the meeting packet and agenda. <br />For best results, materials are required to be submitted a minimum of nine (9) calendar days before <br />OSAB 's meeting date. <br />Packet Materials Guidelines: <br />Board members must be able to quickly and clearly comprehend the project in order to fulfill our advisory <br />function. While some Board members have an architectural or engineering background, most do not. The <br />following guidelines will help your development review packet have a time -effective and successful <br />review process with OSAB. They are based on years of performing such reviews and a formal board <br />discussion on this topic. <br />• Include a memorandum with the following content: <br />❑ A brief description of the project, what stage of the development review process the project is <br />currently in, and the project timeline <br />❑ Clear and specific statements explaining what OSAB is being asked to advise on. Include pros <br />and cons for each project/option as well as a brief financial assessment/comparison of options, <br />both for approximate construction and maintenance costs. If approximate cost figures are not <br />available, indicate expense "ranking" (e.g. most, medium, least) <br />❑ Park & Recreation Department staff recommendations for each item that OSAB is being <br />requested to advise on. <br />• Include Attachments: <br />❑ Include a simplified map or graphical representation which shows the project location with streets <br />labeled <br />❑ Include maps and plan details. Please ONLY include maps or highlighted areas on plan details <br />that relate specifically to the trails or dedicated Open Space being discussed. <br />Board Action Delays: <br />If the Board is unable to understand the project and/or what is being requested of them due to insufficient <br />information, the Board may have to abstain from the development review in order for the materials to be <br />revised, or to allow more time to review the materials.
