Set Dates for OSAB Trail Survey Implementation <br />Purpose: <br />The purpose of this Discussion Item is to set a time frame for OSAB members to complete the trail <br />survey before the October OSAB meeting. <br />Background: <br />In 2016 the City transitioned from an annual to a biennial budget process organized into unique Sub <br />Programs. The Open Space Division Sub Programs include: Acquisition, Education & Outreach, <br />Maintenance & Management, and New Trails & Trails Maintenance. An initiative of City Council, Key <br />Performance Indicators (KPI's) have been developed for each Sub Program to identify goals and to <br />measure how efficiently and effectively resources are being used to achieve these goals. It is staff's <br />understanding that some KPI's across the City require board assessments. <br />Several of the Open Space KPI's require OSAB input based on annual review: <br />Acquisition Sub -Program: "OSAB Ranked and Council Reviewed Candidate Parcel" <br />Maintenance & Management Sub Program: "Maintenance of Open Space Rating" <br />New Trails & Trail Maintenance Sub -Program: "Maintenance Rating" and "Trash <br />Containers Rating" <br />As KPI's evolve, OSAB may be asked to complete additional review (items italicized above reflect new <br />requests for 2019). Staff will continue to work with OSAB to communicate new requests and gather <br />OSAB feedback. This feedback will help shape and evaluate effectiveness in reaching City goals and <br />prioritizing work. <br />Next Steps: <br />Review trail survey results at the October 10th OSAB meeting and vote on the overall 2018 trail <br />Maintenance rating for the New Trails &Trail Maintenance Sub Program. Also, discuss survey <br />challenges and potential improvements for implementation of the 2019 trail survey. <br />12 <br />
