Open Space Advisory Board <br />Minutes <br />August 8, 2018 <br />Page 4 of 4 <br />Ember reviewed instructions to mark an "X" at the location of any problem areas on the <br />map segment, score it per criteria on the form, and take a picture. Return forms, <br />segment maps & photos to Ember. <br />Initial instructions to rate based on 75% or more of trail showing the specific damage <br />were discussed. David noted that every trail will score at the top level since few trails are <br />damaged at the 75% level. Jeff noted that Council did not specify 75%. Fiona noted that <br />the 75% criteria is confusing and conflicts with how the options 1-4 are worded and <br />proposed removing this criteria. There was general agreement. Peter requested a text <br />box for comments; Fiona proposed having that on the map not on the scoring form. <br />David proposed that we all go at approximately the same time, perhaps within a one <br />week period, and to not go if the weather conditions are poor. <br />Jeff asked who asked OSAB to do this; Ember reported it was in Key Indicators memo <br />from City Manager and Finance Committee. <br />Laura proposed picking the "survey week" at next meeting, and clarifying with City <br />Manager if OSAB members really have to do this. There was general agreement. Trail <br />segments were selected by OSAB members. Ember will email packets with survey form <br />and maps prior to the next meeting. <br />XI. Discussion Item: Revise Draft OSAB "Guidelines for Successful PUD Review" <br />Laura explained the background of this guideline development. Ember noted that <br />Panning staff will attend next meeting to explain planning process and comment on <br />these guidelines. Missy commented that she would like to see some edits that make the <br />guidelines clearer and shorter; she will submit to Ember. Board indicated general <br />support of this guideline development. <br />XII. Discussions Items for the Next Meeting on Wednesday, Sept. 12, 2018 <br />A. Transportation Master Plan - Intro to goals of program and review of current <br />development <br />B. Process Overview: Revisions to Draft OSAB PUD Review Guidelines <br />XIII.
