Open Space Advisory Board <br />Minutes <br />August 8, 2018 <br />Page 3 of 4 <br />2. Irrigation at Harney Lastoka okayed (cost shared with Boulder County). <br />3. Warembourg Fishing Pond Master Plan: for a total of $215 over two years <br />with design in 2020 and construction/implementation in 2021. Council is <br />interested in Fishing Pond improvements but wants additional alternatives for <br />both building and maintaining costs. <br />4. New trail projects: money lumped into later years causing a cash flow <br />problems <br />5. Damyanovich master plan: money has been requested for 2023, and is thus <br />far included in the budget <br />6. BNSF underpass: approx. cost is $1,050,000 (expensive) but planning is in <br />progress, and partner funding will help <br />7. Vault restroom at Aquarius ok'd <br />D. Projects deleted by City Manager: <br />1. Interpretive educational signage <br />2. Interpretive/educational program development <br />3. Citizen science volunteer programs - unfunded for staff management <br />4. Pole security cameras - implementation costs and what to do with all the <br />footage (cost of staff time) <br />E. Impact to Open Space of city fiscal policies: <br />1. Annual transfer from general fund to Open Space fund to make up for losses <br />due to shifting of expenses during recession. Council noted we need an <br />overall process for the long term. <br />2. Finance director recommended elimination of target amount of acquisition <br />reserve above the minimum level. <br />Laura noted two big stores have left: Hobby Lobby and Kohl's; is this a concern? Jeff <br />said that tax revenue is holding strong but we have to be cautious. Focus is on McCaslin <br />rather than downtown area; marketing studies are underway. <br />VIII. Public Comments on Items Not on the Agenda <br />None. <br />IX. Discussion Item: Introduction of Tracy Winfree, Interim Parks & Recreation <br />Department Director <br />Tracy introduced herself as newly retired and described and her background with City of <br />Boulder (Transportation Director, Interim Director of Parks & Rec, Interim Director of <br />Open Space and Mountain Parks, then permanent Director for last 3.5 years). She has <br />been active in regional partnerships and commuting solutions. Timeline for hiring a <br />permanent Parks & Rec Director for Louisville is end of 2018. <br />X. Discussion Item: Review "OSAB Soft Surface Primary Trail Maintenance" Survey. <br />OSAB members to Select Trail Segments to Survey. <br />Jim described two reasons for trail survey: needed by Council for budgeting and overall <br />knowledge of trail quality; also to provide info to Open Space staff. David asked if this <br />relates only to crusher fines trails only; Ember confirmed yes and noted that we will limit <br />ourselves to primary trails. <br />4 <br />
