La <br />Cityof <br />Louisville <br />PARKS & RECREATION <br />Memorandum <br />To: Open Space Advisory Board <br />From: Ember Brignull, Open Space Manager <br />Date: September 12, 2018 <br />Re: Discussion Item X: Development Review <br />Purpose: <br />The purpose of this discussion item is to gain a better understanding of the City of Louisville's <br />Development Review process and OSAB's role in this process. Planning Department staff will present <br />a power point on the development review process. The presentation concludes with a <br />question/answer period. Please see the attached memorandum from the Planning Department <br />which outlines Municipal Code sections that provide guidance on Open Space issues related to <br />Development Review. <br />Following the presentation, OSAB will revise the draft "Guidelines for Successful Development Review <br />with the City of Louisville Open Space Advisory Board" (attached). The purpose of the document is to <br />standardize the OSAB Development Review Packet and to give clear direction to Developers and staff <br />on packet requirements. <br />Background: <br />Per the City of Louisville Municipal Code, duties of the Open Space Advisory Board (OSAB) include: <br />• providing comments to City Council and/or Planning Commission regarding development <br />proposals for land immediately adjacent to, or materially impacting, open space lands <br />providing that the comments are submitted during the standard referral timeline <br />established for the City's development process; <br />• to provide input on revisions to the plan; <br />• to identify lands eligible for future open space designation; and <br />• to provide input on the location of trails and paths on open space lands (Sec. 4.02.040). <br />Also, prior OSAB deliberation resulted in draft guidance to support future development applicants and <br />city staff with understanding OSAB role and expectations. A subcommittee of the OSAB developed <br />the attached draft guidance, which was discussed at the August OSAB meeting. <br />Next Steps: <br />OSAB's revised "Guidelines for Successful Development Review with the City of Louisville Open Space <br />Advisory Board" will be forwarded to Planning Department and Park & Recreation Department staff <br />for review and incorporation into the City's Development Review process. <br />8 <br />
