RESOLUTION NO. 42 <br />SERIES 2018 <br />A RESOLUTION OPPOSING 2018 PROPOSITION 109 "FIX OUR DAMN ROADS" <br />WHEREAS, a modern, safe and efficient 21 st century transportation system is <br />essential to Colorado's quality of life and the health of our economy; and <br />WHEREAS, Colorado's population has grown nearly 60 percent since 1991, <br />while state transportation spending per driver, adjusted for inflation, has been cut in half <br />over that same time period; and <br />WHEREAS, increased demands on our roads and bridges have resulted in <br />increased traffic congestion, lost worker productivity and deep frustration among <br />residents and employees in the City of Louisville; and <br />WHEREAS, the Colorado Department of Transportation (CDOT) has identified <br />$9 billion in much needed projects across the state that lack funding; and <br />WHEREAS, local communities also lack the funding to address traffic <br />congestion, maintenance needs and safety concerns; and <br />WHEREAS, these issues necessitate a comprehensive transportation solution <br />that includes a new source of funding which is available to meet the range of needs for <br />local governments and across the state of Colorado; and <br />WHEREAS, Proposition 109 would obligate the state to issue $3.5 billion in <br />transportation bonds to fund new state transportation projects, without raising taxes or <br />fees to generate new revenue to support such proposed debt; and <br />WHEREAS, Proposition 109 provides only enough funding for a third of the <br />amount identified by CDOT needed to finance its current backlog of state -only projects, <br />and would provide no funding cities or counties; and <br />WHEREAS, truly addressing Colorado's transportation challenges requires a <br />dedicated, sufficient and guaranteed stream of revenue, and Proposition 109 instead <br />bonds against existing sources of transportation funding; and <br />WHEREAS, Proposition 109 requires bond repayments that will obligate current <br />and future state funding currently dedicated to K-12 education, severance tax <br />distributions to local governments, health care, higher education and other services <br />critical to local governments and Coloradans; and <br />WHEREAS, the bond proceeds would go solely to state road and bridge <br />expansion, construction, maintenance, and would not support any multi -modal projects <br />or local projects; and <br />Resolution No. 42, Series 2018 <br />Page 1 of 2 <br />
