> The pipe sizes in water and drain/waste/vent (DWV) lines requirements in the UPC will
result in an increase in size and amount of materials which will also result in higher
costs passed on to the consumers/tenants/building owners
> See amended UPC Section 413 6, Food Service Establishments, to read "Food service
establishments with an occupant load of 20 less shall be exempted from the
requirement for the installation of a urinal in the men's room as specified in UPC Table
4-1 " This would require the minimum fixtures to be only one water closet and one
lavatory in both the men's and women's toilet rooms and exempt Louisville from the
"potty-parity" footnote #14 in Table 4-1 The Colorado Plumbing Board gave the City
of Louisville an exception to these provisions in an appeal hearing for exception to the
code in 1996 This amendment would allow most small "take-out" type restaurants to
realize reduced costs in material, labor and possibly a tap size
> A recent Colorado Court of Appeals decision (Case No 99CA0996) on June 22, 2000,
ruling against the Colorado Plumbing Board and requiring them to accept Studor Air
Admittance Valves asan alternate method of construction for plumbing vents should
allow adding a new section to Chapter 9, Venting Add a new section 911 stating, 'Vent
systems utilizing air admittance valves shall comply with this section Individual- and
branch-type air admittance valves shall conform to American Society of Sanitary
Engineering (ASSE) standard 1051 The valves shall be installed in accordance with
the requirements of this section and the manufacturer's installation instructions.
Individual, branch and circuit vents shall be permitted to terminate with a connection to
an air admittance valve. The air admittance valve shall only vent fixtures that are on the
same floor level and connect to a horizontal branch drain " Adding a provision to the
code that will allow for the installation of listed air admittance valves will result in a
reduction in material and labor costs on the installation of DWV systems. (This
provision is under review by the City Attorney to see if the court decision can be applied
to an amendment to the code )
The Board's attorney will be reviewing the above recommendations from staff and may
present other options to the Board at the September 14, 2000 meeting As discussed on
August 24th, you will be able to formalize your recommendations to the City Council in a
motion for the second reading and public hearing of the ordinance, scheduled for the
October 3, 2000 meeting of the City Council
