LCity,f
Louisville
Parks & Recreation
Memorandum
To: Parks and Public Landscaping Advisory Board
From: Dean Johnson, Parks Superintendent
Date: 9/26/18
Subject: Discussion on a Proposed Louisville Dog Park Best Management Draft Document
presented by David Clabots, PPLAB Member.
Purpose:
The purpose of this document is for PPLAB member David Clabots to update and gather
feedback from the board regarding work developed by a subcommittee of PPLAB and OSAB
boards to identify best practices from other communities related to providing and managing dog
parks.
The ultimate goal of this effort is to achieve agreement in the community for adopting a
Louisville standard for developing and managing a future dog park, if funded and included in the
work plan.
Background:
In response to community concerns related to dog park locations and management, PPLAB and
OSAB board members established a joint subcommittee, referred to as the Dog Park Tiger Team,
to research best practices related to providing and managing dog parks. PPLAB member, David
Clabots, has been working with OSAB members over the past several months to review and
develop best practices. The Dog Park Tiger Team members are visiting with their respective
boards to review the research and a recommended standard approach for dog parks in the City
of Louisville. Board Member Clabots will be presenting this item to the board.
Please note there is no work plan item or funding to develop a new dog park in Louisville. Also,
the results of the PPLAB/OSAB work would need to be vetted more broadly in the community
prior to being considered by City Council. Following PPLAB/OSAB agreement, staff would need
to develop and schedule a public engagement plan that fits into the work plan and adopted
budget.
Next Steps
After OSAB and PPLAB provide input and guidance on any revisions to the best practices and
recommended approach in the document, staff will work with the Dog Park Tiger Team to
develop a schedule for next steps in the process. If additional changes need further work by the
Tiger Team, an additional round of review and input might be needed by PPLAB and OSAB.
5
