10/1/2018 Application 1 submitted DEVELOPMENT REVIEW PROCESS Internal staff mtg. to determine completeness and if Board mtgs. required Referral Revisions comments submitted submitted to applicant Revisions submitted if required Referred to City depts. and outside agencies City Council Review and action Board Meetings Referral process continues until plans Planning determined complete Commission for public hearings Review If Final Plans: • Plans recorded • Title of any property to be conveyed to the City transferred • Subdivision Agreement recorded • Public Land Dedication fees paid Preliminary and Final Processes • Not all applications go through preliminary review • Preliminary is the time to identify all issues, make recommendations for changes to the plans, and make specific requests. • Final applications finalize all details of the applications. • Final plans approved by City Council should riot change prior to recordation except for minor technical changes. • Final subdivision applications include the Subdivision Agreement • Final PUDs may include a Development Agreement Public Land Dedications (Section 16.16.060 of the Louisville Municipal Code) • Land Dedications take place during the subdivision process. • 12% of nonresidential and 15% of residential development shall be dedicated or payment in - lieu • Land dedications may be in the form of land desired for parks, open space, trails, or other public purposes. • Land designated for rights -of -way, utilities, drainage, etc. is not "backed out" of the base land area used for calculating requirement. OSAB Review: • Identify desires for open space and or trails • Provide detailed recommendations regarding location, size, design, easement widths, etc. • Determine if land is desired vs. cash in lieu 4
