prior to making any final decisions on this matter were distributed to Council. The City of
Westminster was planning to meet with the Jefferson County Airport Authority prior to taking any
further action. The City of Boulder was circulating a letter among their councilmembers for
consensus directions on sending a letter. The Citizens for General Aviation had retained the lobbyist
to oppose regularly scheduled passenger service at the Jefferson County Airport. The next Airport
Authority Board meeting was scheduled for this Thursday at 2 p.m. There was no item scheduled on
the agenda as a formal item. I did have a conversation with the airport manager, Mr. Gordon. He
wanted to let me know the information in the newspaper articles has been very inaccurate. They did
not approve an application by Colorado Connections. Their discussions with the Airport Authority
centered around the Department of Transportation Part 380 Charter Service Standards and whether
or not they could exclude entities or companies that have been known to operate charter services
under that Part 380. They had determined they could not do that. They would be discriminating
against the same class of carriers if they were to take that action. He agreed to consider the
suggestion to meet with local city councils, city managers, and mayor. Continuing, Simmons
distributed copies of a letter he received from the Boulder County Housing Authority. The last
paragraph of the letter was in regard the potential purchase by the Boulder County Housing Authority
of Regal Place and Regal Court. They proposed the ownership be split fifty-fifty, with the City and
the County bringing equal amounts of equity to the project ($150,000). The Boulder County Housing
Authority did not want to be the holding entity for Louisville Housing Authority. The suggestion that
was made in Work session to have an open-ended or non-ending agreement option by the Louisville
Housing Authority to purchase these units was not in this proposal from the Boulder County Housing
Authority. They have not sought an extension on the January 5th due diligence date. They are waiting
word from the Louisville City Council as to whether or not this is going to move forward and if so,
they would seek an extension. The letter contained a proposal detailing how the Louisville Housing
Authority, working with the City Council, would add its own staff and administer its own property.

Davidson suggested allowing a few days for Council to make a decision, at which time he would poll
councilmembers.

Mayer asked for the Louisville Housing Authority feedback and comments to this proposal prior to
making a decision.

Simmons stated that information was received from Comcast Communications, the cable tv provider
for the City of Louisville, that on January 15, 1998, there will be changes made to the cable service
plans. Currently, there are two tiers of basic service, including the cable programming services tier,
for a total of $22.95. Beginning January 15, that will move to three tiers. A basic service tier, a cable
programming service tier, and a value pack.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Keany encouraged everyone to support the non-profit organizations in the community (i.e. Louisville
Elementary PTG) when purchasing holiday wreaths, etc. These small organizations are experiencing
