11: City,/ <br />im Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 2 <br />SUBJECT: <br />STRATEGIC PLAN PRESENTATION AND <br />DISCUSSION/DIRECTION ON IMPLEMENTATION <br />DATE: DECEMBER 11, 2018 <br />PRESENTED BY: MEGAN DAVIS, DEPUTY CITY MANAGER <br />JULIA NOVAK, THE NOVAK CONSULTING GROUP <br />SUMMARY: <br />The City has contracted with The Novak Consulting Group (TNCG) to complete an <br />organizational strategic plan for the City of Louisville. TNCG will present the final <br />Strategic Plan, including the 2019-20 Priority Initiatives, and staff will present the plan <br />for Strategic Plan Implementation. <br />BACKGROUND: <br />Through the City Council's facilitated 2018 work planning sessions and the 2017 hiring <br />process for the City Manager, City Council expressed interest in developing a strategic <br />plan for the work of the City of Louisville. The strategic plan would serve as a road map <br />for the work of the City of Louisville, strengthen the organizational culture, and serve as <br />a communication tool for the community to understand the strategic vision and <br />operating principles of the organization. The City completed an RFP process in July to <br />retain a consultant to assist with the development of a strategic plan, and City Council <br />approved a contract with TNCG on August 7, 2018. <br />TNCG has guided the City through a strategic planning process which involved the <br />establishment of a clear vision and mission for the organization, defining the <br />organization's values, identifying priority initiatives, and creating an implementation <br />plan. City Council provided input on the Strategic Plan framework (the Vision, Mission, <br />Values and Critical Success Factors) at its October 30th meeting. <br />Since that time, staff has incorporated Council input and completed a process to identify <br />Priority Initiatives that reflect some of the efforts the City will undertake in the next one <br />to two years within each of the Critical Success Factors. The Priority Initiatives include <br />emerging projects, programs, or investments that were included in the 2019-20 biennial <br />budget, which was developed through extensive staff and Council discussion. These <br />key initiatives represent efforts that are above and beyond our daily operations, <br />represent an increased level of service, have new or additional dedicated resources and <br />funding, and help advance the City's vision. The City has many initiatives ongoing <br />throughout the year, in addition to the daily operations required to run the City, and so <br />the Priority Initiatives are not intended to be inclusive of all the City's work. <br />The City also follows a biennial budget process with a program budget that is organized <br />into 10 program areas and 38 sub -programs, with goals and objectives for each.
