11: City,/ <br />im Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM <br />SUBJECT: <br />DATE: <br />OPEN SPACE ZONING SCOPE OF WORK <br />OCTOBER 16, 2018 <br />PRESENTED BY: EMBER BRIGNULL, OPEN SPACE MANAGER <br />TRACY WINFREE, PARKS, RECREATION, AND OPREN SPACE <br />INTERIM DIRECTOR <br />SUMMARY: <br />On August 2, 2011 the Planning and Parks & Recreation Departments, in collaboration <br />with the Planning Commission and the Open Space Advisory Board (OSAB), revised <br />the Louisville Municipal Code, to be consistent with the Charter (Section 15-3(b)), <br />establishing the Open Space Zone District. This Zone District was subsequently <br />approved by City Council (Ordinance No. 1597, Series 2011). <br />In 2011, City Council included Davidson Mesa, Damyanovich and Hillside Open Space <br />properties into the Open Space Zone District (Ordinance No. 1597, Series 2011). <br />In 2017, City Council included Avista, Gateway, Daughenbaugh/Warembourg, CTC, <br />Bullhead Gulch, Hecla, Coal Creek Trail Corridor, North, Centennial Trail Corridor, <br />Harper Lake, Coyote Run, and Aquarius Open Space properties into the Open Space <br />Zone District (Ordinance No.1752, Series 2017). <br />On July 12, 2017, to continue moving towards compliance with the City Charter <br />(Sectionl5-3(b)), OSAB reviewed and recommended properties for City Council <br />consideration of a zone change to the Open Space Zone District. A map reflecting <br />OSAB's recommendation is attached. On October 10, 2017, OSAB shared their Open <br />Space Zone District recommendations with City Council at a Study Session. <br />In this next phase of addressing Open Space Zoning, staff is seeking City Council <br />direction on OSAB's Open Space Zone District recommendations for the remaining <br />properties which are listed below and highlighted on the attached map in red and <br />purple. Currently the management, maintenance, and use of the listed properties are <br />consistent with Open Space classification definitions and there is no intent to change <br />existing management practices. <br />Once City Council direction is provided, staff will follow the process outlined in Sec. <br />17.44 of the Municipal Code to rezone properties to the Open Space Zone District. Per <br />the code, public notices will be sent to all property owners within 500 ft. of a proposed <br />property, signs will be posted on the properties, and a notice will be published in the <br />Daily Camera. Public Hearings will be held before Planning Commission and City <br />Council to consider the zone changes via ordinance. <br />CITY COUNCIL COMMUNICATION <br />
