Fiscal policies relating to OS are still being discussed. Draft indicates transfer of
monies from General Fund for OS and parks, to supplement earmarked tax revenues.
Staff recommended removing the "target requirement" for the acquisition fund in order to
have more flexibility in fund allocation. Jeff noted Council's acknowledgement of a shift
in priorities from acquisition to support and maintenance of existing Open Space
properties.
D. Municipal Code update will probably come back to Council in early December
E. Transportation Master Plan & Strategic Plan process are both in progress.
F. Annual Board & Commission application for 2019 is in progress. Interviews and
appointments will occur in December.
G. South Boulder Road Connectivity Study Project: information has been given to
consultants re: general desires (e.g., no bridges); discussions are in progress.
Underpasses would cost approximately $6 million each, due to property and utility
issues.
H. Coyote Run: Contract is expected to be finalized in Nov 2019.
7. Board Updates
A. Tiger Team update re: Dog Recreation Areas "Best Practices" (Presented by:
Fiona Garvin and Mike Schantz, OSAB members). Fiona reported that the Best
Practices document (with recommendations specific to Louisville for dog park siting and
features) was reviewed by PPLAB at their October meeting. PPLAB supported the
recommendations "as is" with no revisions, and if OSAB does the same, we feel ready to
submit these recommendations to staff for further use. Mike added that getting public
input is an important step, and recommended a joint presentation of this draft working
document (OSAB & PPLAB) with options for citizen questions, comments, and input. Jeff
suggested revising the title to "Best Practices for Future Dog Recreation Parks: Siting
and Features Recommendations". OSAB agreed. David suggested research and
recommendations re: dog off leash tag programs if the plan ultimately encompasses
open space areas, not just dog parks.
