Fiscal policies relating to OS are still being discussed. Draft indicates transfer of <br />monies from General Fund for OS and parks, to supplement earmarked tax revenues. <br />Staff recommended removing the "target requirement" for the acquisition fund in order to <br />have more flexibility in fund allocation. Jeff noted Council's acknowledgement of a shift <br />in priorities from acquisition to support and maintenance of existing Open Space <br />properties. <br />D. Municipal Code update will probably come back to Council in early December <br />E. Transportation Master Plan & Strategic Plan process are both in progress. <br />F. Annual Board & Commission application for 2019 is in progress. Interviews and <br />appointments will occur in December. <br />G. South Boulder Road Connectivity Study Project: information has been given to <br />consultants re: general desires (e.g., no bridges); discussions are in progress. <br />Underpasses would cost approximately $6 million each, due to property and utility <br />issues. <br />H. Coyote Run: Contract is expected to be finalized in Nov 2019. <br />7. Board Updates <br />A. Tiger Team update re: Dog Recreation Areas "Best Practices" (Presented by: <br />Fiona Garvin and Mike Schantz, OSAB members). Fiona reported that the Best <br />Practices document (with recommendations specific to Louisville for dog park siting and <br />features) was reviewed by PPLAB at their October meeting. PPLAB supported the <br />recommendations "as is" with no revisions, and if OSAB does the same, we feel ready to <br />submit these recommendations to staff for further use. Mike added that getting public <br />input is an important step, and recommended a joint presentation of this draft working <br />document (OSAB & PPLAB) with options for citizen questions, comments, and input. Jeff <br />suggested revising the title to "Best Practices for Future Dog Recreation Parks: Siting <br />and Features Recommendations". OSAB agreed. David suggested research and <br />recommendations re: dog off leash tag programs if the plan ultimately encompasses <br />open space areas, not just dog parks. <br />
