City Council Finance Committee <br />Meeting Minutes <br />10/15/18 <br />Page 7 of 8 <br />an audit of cash handling at the Golf Course, Recreation Center, Library and <br />Municipal Court be conducted as part of the 2018 financial statement audit. <br />Director Watson stated that this would be a good time to conduct such a review in <br />advance of the new POS at the Golf Course. Director Watson stated he would be <br />submitting a budget amendment in November for approximately $5K for this added <br />audit. <br />Chairperson Maloney stated the cash handling audit would be welcomed and that <br />the outcome may help set new internal controls. Director Watson agreed stating <br />that the Tyler Employee Self -Service (ESS) module would be coming on line in <br />2019 which will include digital signatures and authorizations of employee <br />timesheets, noting this process may also need to be audited for controls. Finance <br />Committee Chairperson Maloney stated that Director Watson could email a copy <br />of the budget amendment to the Committee in lieu of bring it back at the November <br />meeting. <br />Finance Committee Member Lipton asked if there were controls in place to mitigate <br />systematic overtime abuse, or to pick-up on patterns of overtime abuse, by <br />individuals on time sheets. Director Watson stated that Finance is responsible to <br />make sure time sheets are complete and signed appropriately, but not for the <br />review or enforcement of the City's policies. City Manager Balser stated that she <br />would discuss the matter with Human Resources and bring information back to the <br />Finance Committee. <br />DISCUSSION ITEMS FOR THE NEXT REGULAR MEETING <br />The next regular Finance Committee Meeting is scheduled for Monday, November <br />19, 2018 at 8:00 a.m. <br />Items scheduled for discussion at the next meeting include: <br />• Non -Profit Grant Program — Funding Requests for 2019 & 2020 <br />• City Fee Schedule <br />• 2019 Finance Committee Work Plan <br />• Quarterly Sales Tax Reports for the Period Ended September 30, 2018 <br />The Finance Committee unanimously agreed not to hold a Finance Committee <br />Meeting in December 2018. <br />Finance Committee Chairperson Maloney requested Finance Director Watson <br />notify all Committee Members should other Finance Committee Members <br />electronically decline a meeting request to ensure all members are aware of <br />upcoming absences. <br />8 <br />
