4. The reasonable <br />projected cost of <br />restoration or repair. * <br />The applicant did not provide any cost estimates for <br />restoration or repair. <br />Staff is unable to reach a finding on this criteria <br />due to a lack of information. <br />* In considering the condition of the building and the projected cost of restoration <br />or repair as set forth in subsections H.3 and H.4, above, the commission may not <br />consider deterioration caused by unreasonable neglect. <br />RECOMMENDATION: <br />LMC Sec. 15.36.200 notes that the purpose of demolition review is to: <br />1. Prevent loss of buildings that may have historic and architectural significance; <br />and <br />2. Provide the time necessary to initiate designation as an individual landmark or to <br />consider alternatives for the building. <br />Staff finds that the property could meet the criteria for architectural significance and <br />landmarking but that the integrity of the structure is questionable. In addition, staff has <br />met with the applicant on several occasions to provide information on the City's historic <br />preservation program and incentives for landmarking and preservation. Staff believes <br />the applicant is aware of all opportunities available under the program and the <br />necessary time needed to consider landmarking or alternatives have been provided. <br />Therefore, staff recommends that a stay not be placed on the property. <br />Based on evaluation of the criteria in LMC Sec. 15.36.200, the HPC may release the <br />permit, or place a stay on the application for up to 180 days from the date of application, <br />which was 10/16/2018. A 180 day stay would expire on 4/14/2019.
