PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: None. <br />VI. BUSINESS MATTERS OF THE COMMITTEE: <br />1. Commercial Design Standards and Sign Code: Rob Zuccaro, Planning and <br />Building Safety Director, reviewed for the Committee the existing regulations <br />governing commercial sign codes and the goals for the Sign Code Update. A copy <br />of his powerpoint presentation is attached to these minutes. Questions posed <br />included: <br />i. Wall Mural signs — size / % of wall area / other <br />ii. Sandwich Board signs — currently limited to commercial area — <br />should this be expanded <br />iii. Wall signs — should the size allowance be scaled / varied based on <br />area / speed of traffic <br />iv. Monument signs — how apply to new developments (commercial and <br />residential) <br />Key goal is to update the regulations to allow / promote flexibility but also reduce <br />the current high percentage of waivers from the current codes, and update the <br />code for current legal protections regarding speech and content neutral regulation. <br />Public comment focused on consistency of application of the existing sign codes <br />and confusion / misunderstanding regarding application. Discussion ensued. <br />Mr. Zuccaro stated that a draft of the new sign code would be available for public <br />2. McCaslin Area Development Study: Danica Powell, Trestle Strategy Group, <br />provided summary of findings of the McCaslin Area retail / commercial <br />development study. A copy of the preliminary analysis is attached to these <br />minutes. <br />Findings and Trends noted include: <br />- Retail spending bifurcating between low price / convenience and handmade <br />/ local <br />- Online sales accelerating versus slow growth in brick and mortar <br />- Fitness / health expanding briskly <br />- Regional retail development has shifted toward North 1-25 and Boulder <br />following housing growth <br />- McCaslin subarea remains strong for local / weakening for regional <br />- Strong occupancy and rental rates <br />- Sales tax growth 6% 2013 — 2017 <br />
