Revitalization Commission <br />Minutes <br />November 13, 2018 <br />Page 4 of 5 <br />Economic Development Director DeJong summarized his direction from LRC: <br />LRC - Walk thru evolution and present these three options to Council. <br />Commissioners Dalton and Menaker along with DeJong will discuss the <br />presentation prior to the November 27th meeting. <br />• McCaslin Area Development Study <br />Danica Powell from Trestle Strategy gave a presentation. She has worked <br />along with Economic and Planning Systems, who the City contracted to conduct <br />a Market study to determine what is next for Sam's Club area. <br />Market analysis — brick and mortar going away. Retail spending is changing: <br />either inexpensive or experience — oriented /handmade /local — see study <br />attached to these minutes. No one left to come back and fill the box. <br />What questions / data point must be answered/considered? <br />Commissioner Dalton said he attended a Saturday session. He believes the <br />consultant is getting bits and pieces from public. When you present to Council, <br />in order to open the conversation fully, ask Council to rezone Centennial Valley <br />to allow more uses, then propose that to developers. Create an opportunity for <br />market to respond. <br />Ms. Powell said there is most likely no one user to use the building. Perhaps it <br />could be broken into smaller uses. She advises creating predictability and <br />creativity. Her survey results show the market divide is not far off from reality. <br />Public is very descriptive. <br />Commission Gorsevski advocates for green space — gathering spaces, <br />bikeable, walkable. <br />Commissioner Lathrop said there seems to be trending to mixed use; could be <br />supportable? That is encouraging. <br />Koebel not satisfied with situation and ready to look at options to move forward. <br />Ms. Powell said Commissioners can go to Engagelouisville.com to fill out <br />survey <br />• DELO Update <br />Justin McClure thanked Commissioners. He is concerned about occupancy at <br />Delo Station. Occupancy is currently at 43% occupancy. Soft retail/restaurant <br />market; they can't afford the rent. Delo Lofts West project getting off the ground <br />and he is excited about the project. Implementing access improvements on Hwy <br />42 will be very helpful and he would like the light at Short St. <br />
