Staff is recommending amending and extending the contract for four months due <br />to the significant changes to the Recreation and Senior Center cleaning specification <br />and to involve the new Facilities Manager in the RFP process. <br />The Recreation and Senior Center before the expansion equaled about one half of the <br />City's total cleaning cost. The expanded Recreation and Senior Center adds <br />approximately 79% more cleaning area in addition to a more labor intensive cleaning <br />specification due to the greatly expanded restrooms and locker rooms. The proposed <br />contract extension allows staff to get through substantial completion of the Recreation <br />and Senior Center with the current service provider and to fine tune the final cleaning <br />specification before the RFP is advertised and awarded. <br />Currently the Recreation Center is in various phases of construction and is not expected <br />to be substantially complete until the end of January 2019. To have a new contract in <br />place by April 1, 2019, the RFP will need to be advertised several months in advance of <br />the start date. <br />For the four month period, ISS Facility Services proposes an across the board price <br />increase of 7% for City facilities and starting in January 2019 a 65% increase in the <br />cleaning cost of the Recreation and Senior Center. <br />The 7% across the board price increase is due to two factors. One, the minimum wage <br />in Colorado will increase 8.8% effective January 1, 2019. Two, the tight labor market is <br />forcing contractors to offer wage packages higher than the minimum wage to fill open <br />positions. <br />The 65% increase in the Recreation and Senior Center cleaning costs are primarily <br />driven by the 79% increase in total cleaning square footage. In addition, the renovated <br />facility has a larger percentage of restroom and locker rooms, which are labor intensive. <br />CITY COUNCIL COMMUNICATION <br />54 <br />
