Planning Commission <br />Meeting Minutes <br />January 10, 2019 <br />Page 15 of 16 <br />Brauneis stated that there was one place where the lot line needed to be and the <br />application had it. <br />Hoefner moved to approve Resolution 2, Series 2019. Howe seconded. Roll call vote. <br />Four in favor. Commissioners Hsu and Williams voted nay. <br />COMMISSIONER COMMENTS <br />Howe asked if it was appropriate for the Planning Commission to discuss long-term lot <br />vacancies, which came up in the marijuana ordinance issue last meeting. <br />Zuccaro replied that one of the roles of the Planning Commission was to make <br />comments on the Comprehensive Plan that dealt with future land use. Within that <br />context, the City refreshes its Comprehensive Plan policy every 10 years. There could <br />be more frequent discussions about land use changes and policy implications in a study <br />session, for example. <br />Brauneis stated that it could be a proactive discussion about vacancies. <br />Hoefner added that he thought a study session made sense, where recommendations <br />did not have to be necessary. <br />Hsu stated that it might be nice to organize the sessions around specific topics, like <br />parking or affordable housing. <br />Zuccaro suggested bringing a general work plan discussion for 2019 on a future <br />agenda. Staff could provide background information and analysis and the Commission <br />could recommend policy changes at the end of those discussions if the commissioners <br />wanted. <br />Hsu asked if the Commission would be commenting on budget issues for the City <br />Council. <br />Zuccaro replied that the Council just adopted a budget for 2019 and 2020. The capital <br />plan could be an opportunity to address budget issues. He stated that the City has a 6- <br />year capital plan that may come up again in 2020. <br />STAFF COMMENTS <br />Open Government & Ethics Pamphlet — 2019 Edition <br />Zuccaro noted that the pamphlet was included the staff packet. <br />Public Notice Posting Locations (Resolution No 3, Series 2019) <br />State law requires that each year every municipal board or commission establish the <br />location(s) where the notice of their public meetings will be posted. It is required the <br />location be established at that body's first regular meeting of the year. <br />Staff recommends the following official locations for posting of Planning Commission <br />agendas as follows: <br />
