The City would not be charged rent for the use of its own fields. • Consistent with current practice, the City would generate revenue from the non- public use of its publicly owned facilities. • Consistent with current policy/practice, assure maintaining program pricing that supports equity in recreational opportunities for broad socio-economic group participation. • Consistent with current policy/practice, assure program offerings that encourage all ages and abilities have access to Louisville fields, such as maintaining learn -to and non -tryout based teams. • The City of Louisville would continue to brand, administer and operate its programs and recreational sports. • A traffic study should be completed to determine impacts on State Highway 42, and a plan for addressing impacts would need to be developed. • Honor the current IGA adopted by the existing communities. • Balance the need for local access to fields with the desire to attract tournaments drawing visitors to the community. Mayor Muckle asked if the City's use of their portion is at the full 24 acres. Deputy City Manager Davis said that could be verified. Public Comments — None Mayor Pro Tem Lipton stated this is difficult as it is an unsolicited proposal and it is a timing issue. We have always heard people want more playfields, but it is not a high priority for the community. Would like to know what our unmet need is and what our options are, there may be other ways of doing it we need to consider. We have an aging population and a stable population so he's not sure if we have an unmet need and if it would grow. Mayor Pro Tem Lipton felt there is an inherent problem to this public/private partnership if we give up control and live with that for the life of the contract. He is not sure we want to do that. This is not a critical service, but may fall under the category of we want to retain control and do it ourselves. He noted when we privatized the golf course it did not go well and most of those issues would be the same here. This may not get us to where we want to be on playfields. We need a better needs assessment before going too far down this path. Councilmember Leh stated the lack of soccer fields in town has always been maddening. The community has needed a place to play soccer. He thinks the need is fairly clear, but it needs to be studied. He is intrigued by the idea of working with a private entity. Some
