Revitalization Commission <br />Minutes <br />March 11, 2019 <br />Page 6 of 8 <br />Commissioner Adler agrees with most of what has been said. She thinks the <br />LRC should hone criteria. She would like more comparative cases. <br />Chair Fisher supports this resolution. <br />Commissioner Dalton moved to approve the resolution. Commissioner Lathrop <br />seconded. <br />Mayor Pro Tem Lipton wants two additional conditions: <br />1. Require the first floor be used as retail. If not, the rebate percentage <br />decreases proportionately to the size of the building. <br />2. Add a require development to be built to the approved PUD. <br />Add section to resolution creating condition requiring 1. <br />Gorsevski seconded the amendment for discussion. <br />Mike Kranzdorf asked if a yoga studio would fit the first floor requirement. <br />Mayor Pro Tem Lipton said no. Sales tax revenue instead of retail. <br />Commissioner Adler asked if this condition would be an impediment. David <br />Sinkey said conditions add confusion and uncertainty, making it more complex. <br />Rick Woodruff of Boulder Creek Neighborhoods said restrictions make financing <br />more difficult. <br />Commissioner Lathrop said if there are two retailers in there selling $200k, of <br />goods, they generate $14500 in sales tax to city. Uncertainty — if we put a <br />condition in, would like a guess -estimate. <br />Motion to approve the amendment. Lathrop requested the amendment <br />restated. <br />Planning and Building Safety Director Rob Zuccaro said from an <br />implementation standpoint we need to clarify what is sales tax generating. <br />Rick Kron asked if an art gallery is precluded from sales tax. City Attorney <br />Kathleen Kelly will research and report back. Kron would not support the <br />amendment. <br />
