City Council Utility Committee <br />Meeting Minutes <br />Friday, March 15, 2019 <br />Page 4of4 <br />In conclusion, staff requested approval to move forward with the design for all <br />projects (SWSP, Waterline Replacement, Disinfection Evaluation, and the SCWTP <br />Admin Upgrades) to better understand potential cost changes and to evaluate <br />possible alternatives and value engineering options. The Committee was in favor <br />of allowing the designs to proceed. Staff will provide periodic updates as more <br />information becomes available. <br />IX. Solid Waste Fund and Transition Discussion <br />Mr. Kowar presented the preliminary communication and transition plans for the <br />solid waste contract. Committee members agreed on the importance of a clear <br />and unified communications plan with clearly identified points of contact for <br />residents to reach if they have questions. <br />X. Update — Water Resources <br />• Water Supply Update — Mr. Peterson provided an overview of the current <br />water supply conditions which shows snow pack conditions in our region at <br />136% of average. At this time drought restriction are not anticipated for <br />2019. <br />• Windy Gap — Mr. Peterson stated that final design is progressing and <br />project is awaiting a hopefully swift resolution to the permitting and water <br />court activities. <br />XI. Upcoming Projects and Council Action <br />• 2019 Utility Rates — Committee discussed the rates and some of the major <br />drivers. The rates are planned for the March 19 Council Meeting. The <br />Utility Committee was in favor of the rates as presented and recommended <br />Council approval. <br />• SWSP Transmission Capacity Design — April 2nd <br />• SCWTP Building Upgrades — April 2nd <br />• SCWTP Disinfection CM and Construction — 3rd QTR <br />• Windy Gap Financing - TBD <br />XII. Adjourn <br />The meeting was adjourned at 4:15 pm. A tour of the Sid Copeland Water <br />Treatment Plant plate settlers and pump station projects was held following the <br />meeting. <br />6 <br />
