LCity,f <br />Louisville <br />Parks & Recreation <br />Memorandum <br />To: Parks and Public Landscaping Advisory Board (PPLAB) <br />From: Allan Gill, PLA, Parks Project Manager <br />Date: May 2, 2019 <br />Subject: Kickoff Meeting with Colorado Designscapes and Design Concepts as Part of the <br />Median Landscape Renovations, Capital Improvement Project (CIP) <br />Purpose: <br />The purpose of this agenda item is to introduce the design -build team to the board, to review and <br />discuss ideas and provide general direction for the design -build team regarding the various corridors <br />moving forward. Initial discussion regarding the emerald ash borer (EAB) and ash tree mitigation and <br />irrigation will also be part of this discussion. <br />Background: <br />The majority of medians within the City were developed and landscaped 20 to 30 years ago. <br />Renovations are recommended due to, outdated irrigation systems, plant material replacement <br />needs, and in many cases, the concept or landscape theme is not consistent throughout the same <br />boulevard. The following boulevards with medians on them will make up the design -build team's <br />scope: <br />• Cherry Street <br />• Dillon Road <br />• Via Appia <br />• McCaslin Boulevard <br />• South Boulder Road <br />• Additional medians identified by PPLAB and staff as needing renovation are listed below and <br />will be part of the project. <br />o Summit View Drive and Hwy. 42, 1 small median <br />o Dillon Road and South 88th Street, 1 long median <br />Prior to acquiring funding for median renovations, the City worked with a consultant to develop <br />preferred options for the medians. As part of that effort, the consultant prepared possible plant <br />palettes, design aesthetics, gateway and identity features, ground plane treatments and conducted a <br />visual preference study all of which will be shared with the design -build team moving forward. <br />In review of the final report staff and PPLAB ultimately choose to work with current designs and <br />enhancing and repairing the medians as needed rather than following the preferred options <br />prepared by the consultant. Some of the factors that staff and PPLAB took into consideration when <br />comparing concepts were costs, maintenance practices, herbicide use, tree replacement, visibility <br />among other issues. <br />Next Steps: <br />Allow the design -build team to begin working on the project, formalize a project schedule, develop <br />initial concepts for review and discussion during a 30% design review meeting with PPLAB in <br />conjunction with a public open house to gather input from the board and the public. <br />5 <br />
