Louisville Sustainability Advisory Board <br />Meeting Minutes <br />April 17, 2019 <br />Page2of6 <br />Earth Day on April 22nd and will be available for pick up at City Hall, the <br />Library and the Recreation Center. Bags will also be available to City staff <br />internally. They are available while supplies last. <br />d) Louisville applied for a Charge Ahead grant on February 15th for a Level 2 <br />charger to be installed at the newly renovated Recreation Center. Award has <br />been granted. A Level 2 charger at this location will act as a top -off location to <br />reduce range anxiety and is expected for completion in summer of 2019. <br />e) Suggestion to look into cost analysis of free charging at Level 2 charging <br />stations at city locations. City wants to see them used as much as possible. <br />6. City Council Liaison Update: Jay Keany <br />a. Clarified Marijuana grow ballot in November will include an approval on <br />grow operations in Louisville and approval of an excise tax. <br />b. City Council is questioning whether to put a bag fee on the November <br />ballot. What is best methodology to ask public about their interest this <br />issue to the ballot; poll the public, ask public to contact their Ward Rep. <br />7. Public Comments on Items Not on the Agenda <br />a. Laura Levesque -Catalano: Overview of citizen science Carbon Farming <br />initiative. 3 year program that adds soil amendments to a `test' section of a <br />lawn or garden to monitor how much greenhouse gases are captured in the <br />soil. <br />8. LSAB Member Updates and Reports <br />a. Seth Adam: Overview of Compost Council seeking better solutions for <br />composting practices and facilities. Discussion amongst multiple <br />stakeholders including haulers, composters, producers. Transfer station <br />option is good but hauling can get expensive if location is far. <br />Understanding all the issue from all angles inspired the idea of a "playbook" <br />that encompasses perspectives from all stakeholders. <br />b. Dan Delahunty: Announced his MBA program starts in May and thus will no <br />longer be able to participate in LSAB. <br />9. Spring Open Government Training: <br />Scheduled for Wednesday, May 1 at 6:30 PM (City Hall). There is no need to <br />RSVP. We will offer this again in the fall if members cannot attend on the 1st. <br />Members that need to attend: Melanie Dubin, Marianne Martin and Mark <br />Persichetti. <br />10. Community Events/Sustainability Series <br />a. Summary: In 2017, the City kicked off the first year of the Sustainability <br />Series, an outreach event series that aims at increasing the public's <br />awareness of sustainability and City -related initiatives. Approximately 150 <br />attendees participating in four events that took place that fall. In 2018, staff <br />continued the Sustainability Series, however attendance declined with only <br />60 attendees participating. Staff and LSAB identified possible reasons for <br />the decline: 1. Sophomore slump as the initial excitement of the first year <br />wore off — most programs experience decline after the first year. 2. <br />Communications planning 3. Incentives for participation Staff has begun <br />planning for the 2019 year. <br />
