Local Licensing Authority <br />Minutes <br />April 22, 2019 <br />Page 3 of 4 <br />to approve the transfer for Italian Restaurant Group LLC. Lipton seconded. All in <br />favor. <br />B. Tastings Application — Tian & Liu LLC d/b/a Brass Monkey — Retail <br />Liquor Store License — 1387 E. South Boulder Road <br />Chairperson Machado introduced the item and stated he felt the application was <br />straightforward. He noted the limits they would impose for tastings and checking <br />of identification. Carlson noted this is likely in response to King Soopers being <br />able to sell full strength beer. <br />Brown moved to approve the tastings permit. Carlson seconded. All in favor. <br />C. Approval of Resolution No. 2, Series 2019 of the Louisville Local <br />Licensing Authority — A Resolution Amending the Lottery Procedures <br />for Retail Marijuana Store and Medical Marijuana Center Licenses <br />Chairperson Machado introduced the item. Authority Attorney Culley noted <br />this makes a slight change to the resolution adopted by the Authority in <br />February. This would increase the number of names to be drawn in the <br />lottery. There have been 20 registrations submitted and staff would like to <br />the ability to rank all of those. <br />Chairperson Machado noted he had submitted some comments but now <br />found out the lottery drawing is tomorrow so felt those no longer applied. He <br />noted the marijuana licenses are very valuable with them being capped at six <br />total. <br />Carlson asked about the cap at six licenses. Authority Attorney Culley stated <br />the ordinance adopted by City Council capped the number of retail and <br />medical marijuana stores at six. The cap had previously been four and was <br />increased to six. Council heard from residents who were worried about there <br />being a proliferation of stores in the city so they only did the increase by two <br />stores. <br />Machado noted this resulted in an intrinsic value for those licenses. He <br />noted he had been at a raffle where the host drew the tickets and picked his <br />own ticket. He wanted to make sure the lottery was operating fairly. <br />Meredyth Muth, City Clerk, introduced herself to the Authority and noted the <br />lottery will be done similarly to the process for choosing name order for the <br />ballot. Names will be drawn by someone not in the City Clerk's office. She <br />noted there are only 4 locations but some of the landlord's stacked leases. <br />
