facilities, and medical marijuana testing facilities, except the <br />foregoing uses are not allowed in any mixed use lot that includes a <br />residential use <br />Section 15 Pursuant to C R.S § 31-10-102 7, the City will utilize the <br />requirements and procedures of the Uniform Election Code of 1992, Articles 1 to <br />13 of Title 1, C R S , as amended, in lieu of the Colorado Municipal Election Code <br />of 1965, Article 10 of Title 31, C R.S , as amended, with respect to the Election, <br />and such Election shall be conducted as part of the coordinated mail ballot <br />election <br />Section 16. The officers and employees of the City are hereby authorized <br />and directed to take all action necessary or appropriate to effectuate the provisions <br />of this ordinance and the conduct of the Election, and to contract with the County <br />Clerk to conduct the election for the City as a coordinated election <br />Section 17. If any portion of this ordinance is held to be invalid for any <br />reason, such decision shall not affect the validity of the remaining portions of this <br />ordinance The City Council hereby declares that it would have passed this <br />ordinance and each part hereof irrespective of the fact that any one part be <br />declared invalid <br />Section 18. The repeal or modification of any provision of the Municipal <br />Code of the City of Louisville by this ordinance shall not release, extinguish, alter, <br />modify, or change in whole or in part any penalty, forfeiture, or liability, either civil or <br />criminal, which shall have been incurred under such provision, and each provision <br />shall be treated and held as still remaining in force for the purpose of sustaining any <br />and all proper actions, suits, proceedings, and prosecutions for the enforcement of <br />the penalty, forfeiture, or liability, as well as for the purpose of sustaining any <br />judgment, decree, or order which can or may be rendered, entered, or made in such <br />actions, suits, proceedings, or prosecutions. <br />Section 19.
