Revitalization Commission <br />Minutes <br />July 15, 2019 <br />Page 3 of 5 <br /> <br />Jim Tienken asked when Ascent Church will close on the purchase of the <br />former Sam’s Club. We should have two scenarios based on whether they <br />close on the purchase or not. Zuccaro said they are working with a consultant <br />to review redevelopment options if the former Sam’s building is repurposed. <br />Covenants are still an issue on the property. Per property owner, if zoning is <br />in alignment, that will help with covenant discussion. <br /> <br />Commissioner Bradfield questions that residential does not pay its way. <br />Zuccaro said we are seeing increases in internet sales tax collection but it has <br />not been modeled. Commissioner Bradfield encourages staff to look into what <br />state is doing. What they are doing changes the equation with how models <br />look. Houses can become point of sale, convenient, minimize travel, <br />minimizes traffic. <br /> <br />th <br />Zuccaro noted that church property on 96 is for sale. They were looking at <br />th <br />development scenario but have run into hurdles. Cost of development on 96 <br />was higher than Ascent anticipated. There are 3 different property owners to <br />coordinate with as well. <br /> <br />Jim Tienken said he would like to know what church is doing. He echo’s Mike <br />Kranzdorf’s point: does church have financing to redevelop? Zuccaro said <br />having anyone, church or any user, reuse big boxes impacts ability for <br />implementing some of the desired design changes in the area. Jim Tienken <br />said no models show Sam’s Club remaining. Zuccaro noted that the City is <br />modeling that now. We are working cooperatively with property owners. <br /> <br />Commissioner Bradfield said it looks like staff is marching step by step in the <br />direction Council has directed. You are attempting to work with property <br />owners and that seems sensible. Zuccaro said we are trying something new. <br />City Manager Balser said doing the same thing will give us the same result. <br />We can’t assume every scenario. As things change, we will remodel. <br /> <br />ii. Terraces on Main <br /> <br />th <br />This item went before City Council on June 11. It was continued to <br />September 17th. We are looking at quotes for 3rd party review. LRC has to <br />pay for it. Will that change anything for developer? 3rd party will confirm or not <br />Boulder Creek Boulders (BCB) findings. This is not budgeted for. We will bring <br />to Council first for approval, then bring to LRC for approval. <br /> <br />
