Revitalization Commission <br />Minutes <br />July 15, 2019 <br />Page 4 of 5 <br /> <br /> LRC Criteria Approved by City Council on June 11, 2019 for Consideration <br />for Approval by LRC <br />In the packet are criteria agreements from: <br /> 1. June 11th City Council packet <br /> 2. redlines as a result of meeting <br /> 3. then clean version. <br /> <br />City Manager Balser has reviewed changes. A strong document agreed upon <br />by council and LRC is helpful. <br /> <br />If LRC and Council choose to do this the document may change. Other <br />circumstances we have not anticipated may arise. Attorney Kelly said this <br />gives developers a roadmap. <br /> <br />Commissioner Gorsevski asked how this will work in practice if a developer <br />goes thru development process then ask for assistance or will they go to LRC <br />first? City Manager Balser said it will depend on the project. Seems like <br />developer has the money. Attorney Kelly said the developer must get approval <br />first. <br /> <br />Jim Teinken noted that BCB has invested designs but current model is not <br />profitable. <br /> <br />Commissioner Bradfield said is there a roadmap. On LRC website is an <br />application, contact info. This is what TIF criteria attempts to do. Diagrams <br />could be created to show developers the process. He said we have 14 years <br />left. Anything we can to do make it easier and more transparent would be <br />beneficial. <br /> <br />Mike Kranzdorf noted he still finds the criteria very subjective and hard to <br />interpret. <br /> <br />Motion to approve was made by Chair Steve Fisher <br />Motion was seconded by Commissioner Bradfield <br />Passed unanimously. <br /> <br /> <br />Discussion Items for Monday, August 12, 2019 <br /> <br />Fire District Revenue Sharing Draft Agreement <br />Delo Lofts East/West Application <br /> <br /> <br />Commissioners Comments: <br /> <br />
