Adam Stapen, attorney for the <br />applicant and Chelsea Duckham, applicant living at 1638 N. Emerson, Denver, <br />CO introduced themselves to the Authority and Ms. Duckham took the oath. <br />Mr. Stapen had Ms. Duckham answer several questions concerning this <br />application and business. Ms. Duckham reported she graduated from CU in <br />Boulder with a sociology degree. She went to work for Pillows.com and moved <br />quickly through the ranks of that company. She noted a prior colleague of hers <br />has been in the marijuana business and she was interested after seeing her <br />mom get relief from arthritis and her dog also had seen some benefits from CBD <br />for anxiety. The business is named after her dog. <br />Ms. Duckham was excited to be part of Boulder County. She chose the location <br />because of the availability and the traffic area. She noted it is currently an auto <br />body shop. Construction will be necessary to complete it as a retail marijuana <br />store. Reception area will be open and identification will be required to enter the <br />store. The store is then in a loop so they will have identification checked again <br />before exiting. Behind the counters will only be employees. Security cameras will <br />be at every entry. No vertical licenses or id's will be accepted. <br />Ms. Duckham noted it will be about six months before the store can open. There <br />is construction and a zoning issue that needs taken care of. <br />Machado asked if the applicant was familiar with software that scanned licenses <br />and kept track of purchases. Duckham reported she would implement that. <br />Machado asked about the zoning issues. Attorney Culley noted there was a <br />Planned Unit Development (PUD) on the property that would need amended to <br />allow for this use. She noted the Authority could approve with conditions that the <br />PUD be worked out and a certificate of occupancy be received. <br />Brown noted having a brand new marijuana store licensee gave him some <br />pause. He asked what assurance the applicant could give that she could run it in <br />a responsible manner. <br />Ms. Duckham stated she has former colleagues who have experience in the <br />business and she will have their help. She will only hire experienced people. She <br />has managed people for a number of years. <br />Carlson asked if Ms. Duckham would still work for Pillows.com. She noted she <br />will be concentrating on running the retail marijuana store. <br />Machado asked if anyone wished to speak for or against the application. <br />Hearing no comments, he called for any closing remarks. <br />Mr. Stapen thanked the Authority and noted he understood Mr. Brown's concern. <br />He noted it is a highly regulated industry and does not require prior experience to <br />
