Local Licensing Authority Minutes July 22, 2019 Page5of6 A. Incident Report — Mudrock's — 2/17/19 Chairperson Machado summarized the incident. He noted the State Liquor Enforcement Division helped with the investigation. The State alleged four violations, serving to a visibly intoxicated person, denial of access to records, allowing a visibly intoxicated person to stay on the premises and lying about ability to find the receipts. Authority members discussed the incident and whether there was reason to order a show cause hearing. Lipton moved the Authority order a show cause hearing on all four alleged charges for the August 26, 2019 meeting and appoint a special prosecutor. Carlson seconded. All in favor. B. Incident Report — Henry's/Tilt — 6/14/19 Chairperson Machado summarized the incident. There was a fight in the street between the two establishments. Sergeant Redard remarked if this had been called in at the beginning it may have avoided the escalation. Lipton asked who made the call to the police. It was determined it was the bouncer at Henry's. Brown moved to order a show cause for Henry's for failing to report a disturbance. Carlson seconded. All in favor. Carlson moved to order a show cause for Tilt for serving a visibly intoxicated person. Brown seconded. All in favor. Authority members decided to hear these September 23, 2019. C. Incident Report — Por — 7/6/19 Machado reviewed the incident. A patron had been refused service at Huckleberry and he went across the street to Por and was served alcohol. Lipton moved to order a show cause hearing for Por serving to a visibly intoxicated person on September 23, 2019. Carlson seconded. All in favor. D. Incident Report — Lulu's/Waterloo/Henry's — 6/17/19 This incident involved a couple drinking at Waterloo and Lulu's and ending up at Henry's. Sergeant Redard noted the female had a very high blood alcohol count. Lipton moved the Authority a show cause hearing for Henry's serving to a visibly intoxicated person. Brown seconded. All in favor. Secretary's Report Hanson noted the attendance at the June 23, 2019 seller/server training. Authority Attorney's Report No report.
