associations may participate in the city's residential refuse and single-stream <br /> recycling collection program, subject to the requirements set forth in this chapter. <br /> Sec. 8.64.080. Refuse and recycling materials hauling. <br /> Nothing in this chapter shall prohibit any person from contracting for or <br /> hauling their own refuse and recycling materials provided such refuse and <br /> materials are collected and disposed of in conformity with all applicable city rules <br /> and regulations. <br /> Sec. 8.64.090. Residential refuse and single-stream recycling collection <br /> services fees. <br /> A. City council shall, by resolution, establish the fees to be imposed <br /> for residential refuse and single-stream recycling collection services. The fees <br /> may be combined into one fee and shall be imposed on all city residents receiving <br /> city water service not excluded from this chapter pursuant to section 8.64.070, <br /> regardless of whether the city's residential refuse and single-stream recycling <br /> collection services are actually utilized by such resident. The fees shall be billed <br /> in conjunction with the charge for city water service and such fees shall be due <br /> and payable at the same time and place as the charge for water service. <br /> B. The fees for residential refuse and single-stream recycling <br /> collection services and the charge for water service are hereby declared to be parts <br /> of one debt to the city insofar as the same affect any one owner, tenant or <br /> occupant, and the refusal or failure to pay any part of such debt for any period of <br /> service shall be sufficient cause for the city to avail itself of any or all remedies as <br /> set forth and in accordance with the provisions of sections 13.12.110 and <br /> 13.12.120 of this code; provided, however, that water service shall not be <br /> disconnected for nonpayment of the collection services fees, and delinquent <br /> collection services fees shall not be recorded or certified as a lien against the <br /> property except in the manner allowed to judgment creditors generally for civil <br /> judgments entered upon a civil action for collection of debt. <br /> Sec. 8.64.100. Supervision, accounting and budgeting. <br /> A. The department of public works shall be responsible for <br /> supervision of the city's refuse and single-stream recycling collection services <br /> program. <br /> B. The finance director shall segregate residential refuse and single- <br /> stream recycling collection service expenditures and revenues from the general <br /> fund expenditures and revenues and provide a general accounting for the <br /> expenditures and revenues..
