A. The city, its contractors, or city licensed operators shall furnish <br /> residential refuse collection services as provided in this section for all residents <br /> within the city, except those specifically excluded in section 8.64.070. <br /> B. All refuse shall be placed in refuse containers as provided in <br /> section 8.64.020 by the owner, tenant or occupant of each residence. Containers <br /> shall be placed in the street or alley adjacent to each residence on a schedule <br /> established by the city. If there is no adjacent alley, containers shall be placed on <br /> the street in front of the residence. <br /> C. Bulk refuse material not collected as part of the city's collection <br /> services, as designated by the city, shall be removed by arrangement with city's <br /> residential refuse collection services provider, another city licensed operator, or <br /> the resident in accordance with section 8.64.080. Neither the city, nor its <br /> contractors or licensed operators shall have any obligation to collect or transport <br /> any refuse not in a proper container or any containers not properly placed for <br /> collection. <br /> Sec. 8.64.060. City residential single-stream recycling collection services. <br /> A. The city or its contractors shall furnish residential single-stream <br /> recycling collection services as provided herein for all residents within the city, <br /> except those specifically excluded in section 8.64.070. <br /> B. All single-stream recycling shall be placed in single-stream <br /> recycling containers as provided by section 8.64.030 by the owner, tenant or <br /> occupant of each residence. Containers shall be placed in the street or alley <br /> adjacent to each residence on a schedule established by the city. If there is no <br /> adjacent alley, containers shall be placed on the street in front of the residence. <br /> Sec. 8.64.070. Premises excluded from service. <br /> Except as otherwise provided in this chapter, the city shall not provide <br /> residential refuse or single-stream recycling collection services to the following <br /> sources: <br /> A. Premises requiring special equipment or containers; <br /> B. All commercial or industrial establishments; <br /> C. Multifamily residences containing two (2) or more units; and <br /> D.
