City Council <br />Special Meeting Minutes <br />October 21, 2008 <br />Page 8 of 9 <br />re-look at the letter sent to the Town of Superior on September 26, and re-extend <br />the offer. <br />Councilor Sackett reported on his conversations with residents about trying <br />harder to negotiate a fair agreement with the Town of Superior. He suggested <br />the City consider arbitration. He recommended discussing the matter further to <br />negotiate a mutual agreement between the two communities. <br />Councilor Yarnell explained the negotiation process with the Town of Superior <br />and stated she did not support arbitration. She reported on discussions with <br />residents who do not wish to support/subsidize the Town of Superiors' library <br />needs. <br />Councilor Dalton also noted his conversations with Louisville residents who do <br />not favor supporting the Town of Superior's position. <br />Councilor Clabots stated the City has done as much as they can to negotiate a <br />fair agreement. <br />Mayor Pro Tem Marsella reported on receiving letters from residents who are not <br />supportive of subsidizing library services for the Town of Superior. She voiced <br />her regret at being unable to negotiate along-term agreement. <br />Councilor Muckle voiced his disappointment an agreement was not reached with <br />the Town of Superior. He supported Mayor Sisk's proposal that the City return to <br />the Town of Superior with the options outlined in the September 26, 2008 letter. <br />Councilor Sackett stated there are a lot of benefits to a successful agreement. <br />He supported arbitration and felt a Superior contribution would help fund the <br />Sunday hours at the library. <br />PUBLIC COMMENT <br />Eileen Patrick, 401 West Street, Louisville, CO, President of the Library Board of <br />Trustees commented on the negotiations with the Town of Superior. She <br />explained the Library Board was unanimous in their vote that neither alternative <br />offered by the Town of Superior was acceptable. She addressed a Library <br />District and noted it should be larger than the Town of Superior and the City of <br />Louisville. She did not believe it would be in the best interest of the City to enter <br />into a Library District with the Town of Superior. She stated it has become an <br />issue of agreeing to disagree. <br />Councilor Yarnell concurred it is alright to agree to disagree. <br />
