City Council <br />Special Meeting Minutes <br />December 2, 2008 <br />Page 12 of 18 <br />the importance of considering the "visitability" of new construction for senior <br />citizens and for disabled individuals. He addressed the need for housing for <br />senior citizens, empty nesters, first time buyers, and disabled individuals. <br />Susan Morris, 939 W. Maple Court, Louisville, CO voiced her concern with the <br />Framework Plan and the inconsistencies of the buildout population of the City of <br />Louisville. She requested the Plan be returned to the Planning Commission to <br />correct those inconsistencies. <br />Ty Gee, 253 Hoover Court, Louisville, CO opposed the request to change the <br />review from two years to four years. He addressed residential units and the <br />buildout population for the City. He noted the buildout population was approved <br />at 23,000, and the Framework Plan contradicts that number. He suggested <br />Council reconsider residential and transit oriented development on the west side <br />of McCaslin Boulevard. He suggested the Urban Renewal Authority reconsider <br />the location of the train station in the Highway 42 redevelopment area. <br />Matt Jones, 265 Dahlia Drive, Louisville, CO supported the environmental <br />sustainability component which was added to the Plan. He addressed economic <br />sustainability and noted the addition of residential units do not pay for City <br />services. He stressed the importance of the balance between residential and <br />commercial. He noted only 60 acres of open space are being added to the Plan. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO addressed the cover memo for <br />the Plan Amendment regarding the positive long-term fiscal impact on the City. <br />He did not believe there was sufficient information to support that statement. <br />He pointed out the model uses the standard of what is being spent and the <br />amount of services provided today, yet assuming today's numbers may not be <br />adequate for the future. He addressed retail spacE; and stated there is not <br />sufficient documentation to utilize that information. He stated linking land use <br />planning and the fiscal health of the City will require additional revenue. <br />Annie Hughes, 1405 Garfield Court, Louisville, CO thanked Council for adding an <br />environmental section to the Plan. She voiced her' concern the cost of providing <br />City services to new residential units will be more than the fees the City will <br />collect for those services. <br />COUNCIL COMMENT <br />Councilor Muckle asked Planning Director Wood if high density residential had <br />been struck from Opportunity Area #6 - (Policy LU 4.6). Planning Director Wood <br />confirmed it should have been struck. <br />Councilor Muckle inquired about the formula for acres of active park land referred <br />to in the Framework Plan (Table 2-2-1 ).
