Policv Amendment: Policy HS-~2.6 has been added to <br />encourage new housing units which include senior designed units. <br />FISCAL IMPACT: Finance Director Watson re-evaluated all the assumptions <br />used in the 2005 analysis. The resulting product is an analysis model which has <br />validated all assumptions and inputs as being consistent with the City's financial <br />operating polices and practices. Arun of the restructured model reflects that <br />buildout of the City, based upon the goals and polices of the Plan, will result in a <br />positive long term fiscal impact. Based on the assumptions within the model, the <br />20-year buildout of the Plan will result in an annual operational surplus of <br />$356,000. On the capital side, the 20-year buildout of the Plan will result in a 20- <br />yearcapital surplus of $3.3 million. <br />COMMUNITY SERVICES AND UTILITIES: Based on 2007 enrollment figures <br />students residing in Louisville make up approximately 85 percent of all students <br />attending Louisville area schools. Louisville elementary schools are currently <br />operating between 75% to 91 % of program capacity. Monarch High School is <br />operating at approximately 93% capacity. While individual school program <br />capacities fluctuate annually, it is anticipated the public schools in Louisville will <br />be adequate to accommodate additional students based upon residential build <br />out in Louisville. New Policv Addition: CS-3.2 - On the advice of the Louisville <br />Fire Protection District a new policy was added to include fire sprinkling units. <br />SUSTAINABLE ENVIRONMENT: Through input received from the Louisville <br />Resource Conservation Advisory Board (LRCAB) a new element has been <br />added to Chapter Three of the 2008 Comprehensive Plan, Sustainable <br />Environment. The City of Louisville recognizes protection and conservation of its <br />local and regional environmental resources are important to city residents. The <br />element sets forth policies which promote a reduction of resource consumption, <br />waste generation and air pollution in operations, ~-lanning, and development. <br />Chapter Four has been amended to implement the Sustainable Environment <br />element. Implementation would be pursued through the adoption of a green <br />building program, practices which would encourage sustainable building <br />practices, as well as water and energy conservation. <br />The Planning Commission conducted five public hearings on the 2008 <br />Amendment of the City Wide Comprehensive Plan and forwards a <br />recommendation of support to the City Council without condition. <br />Mayor Sisk opened the public hearing and requested public comment. <br />PUBLIC COMMENT <br />Robert Pierce, 1827 Eisenhower Drive, Louisville, CO representing the Louisville <br />Senior Advisory Board voiced their support of the Plan Amendment.
