City Council <br />Meeting Minutes <br />December 16, 2008 <br />Page 11 of 14 <br />Mayor Sisk explained the City considered this issue five years ago and at that <br />time the proposal was not ready. He felt government should take the lead in <br />many issues including recycling. He did not support putting a lien on property. <br />He hoped yard waste and composting could be considered later on. <br />Councilor Dalton requested the property lien be removed from the ordinance. <br />Councilor Muckle encouraged Staff to investigate 'yard waste composting. He <br />asked if the RecycleBank coupons are in relationship with the cost of <br />commodities. <br />Public Works Director Phare explained the revenue comes from advertisements. <br />Discount coupons are downloadable from their WE:b site however the revenue <br />from the RecycleBank would be the City's. <br />Councilor Clabots asked where the recyclables go. Public Works Director Phare <br />stated the recyclables would go to the Boulder County Recycling Center. <br />Mayor Sisk reported hearing about the RecycleBank at a Metro Mayors' meeting <br />and was intrigued with the concept. He asked if tl-iere were any members of the <br />public who wished to speak. <br />ADDITIONAL PUBLIC COMMENT <br />Doug Grinbergs, 538 W. Sycamore Circle, Louisville, CO requested the City <br />provide one location for the disposal of all organic green materials. He noted <br />other cities across the nation are doing a much better job at recycling. He urged <br />serious waste diversion and recycling. <br />Michael Menaker, 1827 Choke Cherry Drive, Loui;>ville, CO stated his current <br />service through Western Disposal allows the 96 gallon container and fifteen bags <br />of yard waste. He urged Staff to negotiate for yard wastes collection. <br />Eva Kosinski, 1301 Jackson Court, Louisville, CO was also concerned over yard <br />waste disposal. She noted when Western Disposal took over as Lafayette's <br />single hauler, the recycle service changed from once a week to every other <br />week. She noted residents who do not wish to give up their freedom of choice <br />may still choose to recycle, however there may be people who do not wish to <br />recycle. <br />George Emmett, 143 Jackson Drive, Louisville, CO asked what the City intended <br />to do with the existing recycling center on Highway 42. Public Works Director <br />Phare stated there were no plans to change the facility at this time. <br />
