SUBJECT: <br />OPEN SPACE MANAGEMENT <br />DATE: <br />SEPTEMBER 24, 2019 <br />PAGE2OF4 <br />The proposed goals will be proactive, fiscally responsible, and innovative. To be <br />successful, the City must ensure that the Open Space and Parks Fund, City General <br />Funds and external grants, awards and partnership funding are effectively leveraged <br />and citizen science and volunteer programs resources are expanded in order to capture <br />the full potential of the return on these investments. <br />PROPOSAL: <br />The MOST working group and OSAB propose to brainstorm and collaborate with <br />community members in OSAB monthly meetings and specials events, partner with <br />PPLAB and other advisory boards and neighboring communities, and work closely with <br />staff and the City Council OSAB liaison over the next six months to draft a proposed list <br />of Open Space management priorities and goals to City Council by utilizing the following <br />planning process: <br />Step <br />Lead(s) <br />Partner(s) <br />1. Engage with City Council, OSAB, PPLAB, staff and <br />the community to collaborate in an iterative process to <br />reevaluate, enhance, and identify new long-term <br />priorities and goals for Open Space Management <br />through 2030. <br />MOST <br />OSAB, City <br />Council, <br />Community <br />and Staff <br />2. Identify appropriate baselines, bench marking, key <br />performance indicators, best practices, and/or <br />community standards as appropriate to measure <br />progress on each goal and provide data for a rough <br />order of magnitude budget and resource planning <br />including staffing and volunteer time. <br />Staff and MOST <br />OSAB, City <br />Council and <br />Community <br />3. Update and align the current Open Space <br />Management plan to emphasize or incorporate the <br />priorities and goals. <br />City Council and <br />Staff <br />OSAB <br />4.
