Parks and Public Landscaping Advisory Board <br />Minutes <br />Thursday September 05, 2019 <br />Louisville City Services <br />739 104th St. <br />7 PM <br />1. Roll Call: PPLAB members present: Shelly Alm, Dave Clabots, Laurie Harford, Ellen Toon, Parks <br />Superintendant and Staff Liaison: Dean Johnson, City Council Liaison Susan Loo, Allan Gill Parks <br />Project Manager <br />2. Approval of Agenda: Unanimously approved <br />3. Approval of Minutes: Unanimously approved <br />4. Staff Updates: <br />A. Laurie Harford and Ezra Paddock are up for Open Government Training. <br />B. The Outdoor Athletic Amenities Subcommittee will be sending out a public survey to figure <br />outdoor amenity needs in the City. <br />C. PPLAB is still planning to discuss herbicides in January. Discussion around leaving desirable <br />weeds could be a part of this conversation. <br />5. Board Updates: <br />A. November: Three ballot items: 1. Measure regarding cannabis grow facilities with 15% tax <br />on facility; 2. TABOR — recreation taxes were over -collected, ballot measure to keep tax <br />collected; 3. Measure asking if citizens would allow cannabis grow facilities in Louisville. <br />Lastly, the Fire District has a ballot measure. <br />B. Transportation Master Plan: contact Planning Director with comments. <br />C. Council would like to update the sign code. Currently signs are not allowed in medians and <br />public right of ways, but citizens tend to put up signs illegally. Staff will evaluate allowing <br />signs in some areas. <br />D. General Fund Budget: expenditures are exceeding revenues in recent years. Budget reserve <br />funds are making up the difference. <br />E. Parcel 0, the Sams Club property: General Development Plan pulled a measure to develop <br />residential property. No current plans for improvement. <br />F. The every 4 year citizen survey is coming up in 2020. PPLAB will be asked to consider <br />questions to add to the survey. <br />6. Public Comments on Items Not on Agenda <br />A. Citizen group attended with suggestions for the "Little Dog Park", a part of the dog park at <br />Community Park: Marianne Shillingsford, Elizabeth Koehler, Laura Lynn Berggren, Warren <br />Merlino, Cheryl Merlino, and Debby Fahey. <br />1) Dog parks are a wonderful place to gather as a community of pet owners and forge <br />networking relationships and friendship.
